- Cook the grain: In a medium saucepan, combine the rinsed bulgur, vegetable broth (or water), and salt. Bring to a boil over high heat. Once boiling, reduce the heat to low, cover tightly with a lid, and simmer for 10–12 minutes. Do not lift the lid during this time.
- Rest: Remove the saucepan from the heat but keep it covered. Let the bulgur sit for another 5 minutes. This allows any remaining moisture to absorb fully.
- Fluff and season: Uncover the pan and fluff the grains gently with a fork. While still warm, drizzle in 2 tablespoons of olive oil and stir to coat.
- Add aromatics: Transfer the bulgur to a large mixing bowl. Add the chopped parsley, lemon zest, remaining 1 tablespoon of olive oil, lemon juice, and black pepper. Toss gently until evenly distributed. Taste and adjust salt or lemon juice if needed. Serve warm or at room temperature.
